The HIPAA Claims Attachment Standard

On September 23, CMS published its Notice of Proposed Rule Making for the HIPAA Standard regarding Healthcare Claims Attachments. This Rule promises to have considerable impact on the manner in which supplemental clinical information is requested by plans and supplied by providers. While allowing substantial flexibility, the Proposed Rule will place significant constraints on healthcare business process and application architectures. In particular, the Rule anticipates significant integration of business and clinical systems. Although CMS has been slow to publish HIPAA Final Rules and compliance is only required 2 years after Final Rule publication, the magnitude of changes necessitates long term planning.

CMS will accept comments on the Attachment NPRM until November 22. Federal procedures obligate CMS to consider and respond to each submitted comment. The experience with other HIPAA Standards has been that CMS does not easily consider or respond to submissions past the statutory period. Tunitas Group offers this seminar, in part, to highlight some compliance issues and identify areas where your organization may want to provide comment.
